Tony Evers, created a Black-majority state House district touching Milwaukee. Republicans urged the court to block the plan and instead revert to boundaries drawn up by the GOP-controlled Legislature. They were rejected by the state Supreme Court, which <a href=\"https:\/\/www.nbcnews.com\/politics\/2022-election\/wisconsin-supreme-court-approves-congressional-map-proposed-democratic-governor-n1290835\" target=\"_blank\" rel=\"noopener\">ordered election officials to follow the governor\u2019s map<\/a>, instead.<br \/>In an<a href=\"https:\/\/www.supremecourt.gov\/opinions\/21pdf\/21a471_097c.pdf\" target=\"_blank\" rel=\"noopener\"> unsigned opinion<\/a>, the <a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/live-blog\/ketanji-brown-jackson-confirmation-hearings-day-3-live-updates-rcna21063\" target=\"_blank\" rel=\"noopener\">Supreme Court<\/a> said Evers\u2019 plan embraced \u201cthe sort of uncritical majority-minority district maximization that we have expressly rejected.\u201d<br \/>But the high <a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\" target=\"_blank\" rel=\"noopener\">court<\/a> declined to block <a href=\"https:\/\/www.nbcnews.com\/politics\/2022-primary-elections\/calendar\" target=\"_blank\" rel=\"noopener\">new maps<\/a> for the state&#8217;s congressional districts, rejecting a challenge filed by state Republicans. While the new maps would make minor changes to the boundary lines for the state\u2019s eight congressional districts to account for population changes, they would still preserve the Republicans\u2019 5-3 advantage.\u00a0<br \/>Justices Sonia Sotomayor and Elena Kagan dissented on the question of the state\u2019s legislative districts. They said the court punished the state for failing to comply \u201cwith an obligation that, under existing precedent, is hazy at best.\u201d<br \/>The Republicans contended that their map made minimal changes to existing districts, \u201cconsistent with the demographic reality that Milwaukee\u2019s Black population remained almost the same between 2010 and 2020.\u201d<br \/>It was the latest in what are likely to be dozens of redistricting challenges to reach the high court after the 2020 census. In the past several weeks, the justices acted on political boundary cases from Alabama, Pennsylvania and North Carolina.<br \/>In <a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-allows-alabama-voting-maps-advocates-say-disenfranchise-rcna15162\" target=\"_blank\" rel=\"noopener\">a victory for Alabama Republicans<\/a>, the court cleared the way for the state to use a map drawn by the Legislature. A lower federal court said the map violated the Voting Rights Act by denying Black voters a new district.\u00a0\u00a0<br \/>But the Supreme Court rejected Republican efforts to use GOP-endorsed redistricting <a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-rejects-gop-efforts-block-new-congressional-maps-north-c-rcna19077\" target=\"_blank\" rel=\"noopener\">in North Carolina and Pennsylvania<\/a>. In those states, the maps were thrown out and replaced by plans state courts selected in response to legal challenges.<br \/>The justices said an emergency appeal filed by Republicans in Pennsylvania was premature given that the case is pending before a lower federal court.\u00a0\u00a0<br \/>In the North Carolina case, Justice Brett Kavanaugh said the timing of the challenge prevented the court from taking it up because of the impending state primary election.<br \/>\u201cIt is too late for the federal courts to order that the district lines be changed for the 2022 primary and general elections, just as it was too late for the federal courts to do so in the Alabama redistricting case last month,\u201d he wrote.<br \/>However three of the court\u2019s conservatives, Clarence Thomas, Samuel Alito and Neil Gorsuch, said the court should have taken the North Carolina case because of the importance of the underlying issue of whether state courts have the authority under the Constitution to reject maps drawn by legislatures.<br \/>\u201cThere must be some limit on the authority of state courts to countermand actions taken by state legislatures when they are prescribing rules for the conduct of federal elections,\u201d Alito wrote for the three dissenters.<br \/>He noted that the Constitution provides that rules governing the \u201ctimes, places and manner\u201d of holding elections for senators and U.S. representatives must be \u201cprescribed in each state by the Legislature thereof.\u201d<br \/>Court battles over redistricting are pending in at least 15 states.<br \/>Pete Williams is an NBC News correspondent who covers the Justice Department and the Supreme Court, based in Washington.<br \/>&copy;&nbsp;2022 NBC UNIVERSAL<\/p>\n<p><a href=\"https:\/\/www.nbcnews.com\/politics\/supreme-court\/supreme-court-blocks-wisconsins-revised-legislative-map-created-new-bl-rcna19682\">source<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>ProfileSectionstvFeaturedMore From NBCFollow NBC NewsThe Supreme Court on Wednesday blocked a revised plan for legislative districts in Wisconsin that created a new Black voting district and was opposed by Republicans.The new map, drawn by Democratic Gov.
