These bare-knuckle tactics, long commonplace in the world of politics, have become increasingly noticeable within a tech industry where companies vie for cultural relevance and come at a time when Facebook is under pressure to win back young users.<br \/>Employees with the firm, Targeted Victory, worked to undermine TikTok through a nationwide media and lobbying campaign portraying the fast-growing app, owned by the Beijing-based company ByteDance,<b> <\/b>as a danger to American children and society, according to internal emails shared with The Washington Post.<br \/>Targeted Victory needs to \u201cget the message out that while Meta is the current punching bag, TikTok is the real threat especially as a foreign owned app that is #1 in sharing data that young teens are using,\u201d  a director for the firm wrote in a February email.<br \/>Campaign operatives were also encouraged to use TikTok\u2019s prominence as a way to deflect from Meta\u2019s own privacy and antitrust concerns.<br \/>\u201cBonus point if we can fit this into a broader message that the current bills\/proposals aren\u2019t where [state attorneys general] or members of Congress should be focused,\u201d a Targeted Victory staffer wrote.<br \/><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/11\/tik-tok-ukraine-white-house\/?itid=lk_interstitial_manual_11\">The White House is briefing TikTok stars about the war in Ukraine<\/a><\/span><br \/>The emails, which have not been previously reported, show the extent to which Meta and its partners will use opposition-research tactics on the Chinese-owned, multibillion-dollar rival that has become one of the most downloaded apps in the world, often outranking even Meta\u2019s popular Facebook and Instagram apps. In an internal report last year <a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/10\/25\/what-are-the-facebook-papers\/?itid=lk_inline_manual_12\">leaked by the whistleblower Frances Haugen<\/a>, Facebook researchers said teens were spending \u201c2-3X more time\u201d on TikTok than Instagram, and that Facebook\u2019s popularity among young people had plummeted.<br \/>Targeted Victory declined to respond to questions about the campaign, saying only that it has represented Meta for several years and is \u201cproud of the work we have done.\u201d<br \/>In one email, a Targeted Victory director asked for ideas on local political reporters  who could serve as a \u201cback channel\u201d for  anti-TikTok messages, saying the firm \u201cwould definitely want it to be hands off.\u201d<br \/>In other emails, Targeted Victory urged partners to push stories to local  media tying TikTok to dangerous teen trends in an effort to show the app\u2019s purported harms. \u201cAny local examples of bad TikTok trends\/stories in your markets?\u201d a Targeted Victory staffer asked.<br \/>\u201cDream would be to get stories with headlines like \u2018From dances to danger: how TikTok has become the most harmful social media space for kids,\u2019 \u201d  the staffer wrote.<br \/>Meta spokesperson Andy Stone defended the campaign by saying, \u201cWe believe all platforms, including TikTok, should face a level of scrutiny consistent with their growing success.\u201d<br \/>A TikTok spokesperson said the company is \u201cdeeply concerned\u201d about \u201cthe stoking of local media reports on alleged trends that have not been found on the platform.\u201d<br \/><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/02\/02\/facebook-earnings-meta\/?itid=lk_interstitial_manual_23\">Facebook loses users for the first time in its history<\/a><\/span><br \/>Targeted Victory worked to amplify negative TikTok coverage through a Google document titled \u201cBad TikTok Clips,\u201d which was shared internally and included links to dubious local news stories citing TikTok as the origin of dangerous teen trends. Local operatives working with the firm were encouraged to promote these alleged TikTok trends in their own markets to put pressure on lawmakers to act.<br \/>One trend Targeted Victory sought to enhance through its work was the \u201cdevious licks&#8221; challenge, which showed students vandalizing school property. Through the \u201cBad TikTok Clips\u201d document, the firm pushed stories about the \u201cdevious licks\u201d challenge in local media across Massachusetts, Michigan, Minnesota, Rhode Island and Washington, D.C.<br \/>That trend led Sen. Richard Blumenthal (D-Conn.) to write a letter in September calling on TikTok executives to testify in front of a Senate subcommittee, saying the app had been \u201crepeatedly misused and abused to promote behavior and actions that encourage harmful and destructive acts.\u201d But according to an investigation by Anna Foley at the podcast network <a href=\"https:\/\/gimletmedia.com\/shows\/reply-all\/6nh68xd\">Gimlet,<\/a> rumors of the \u201cdevious licks\u201d challenge initially spread on Facebook, not TikTok.<br \/>In October, Targeted Victory worked to spread rumors of the \u201cSlap a Teacher TikTok challenge\u201d in local news, touting a local news  report on the alleged challenge in Hawaii. In reality, no such challenge existed on TikTok. Again, the rumor <a href=\"https:\/\/www.businessinsider.com.au\/slap-a-teacher-challenge-tiktok-october-trend-2021-10\">started on Facebook<\/a>, according to a series of Facebook posts first documented by <a href=\"https:\/\/www.insider.com\/slap-a-teacher-challenge-tiktok-october-trend-2021-10\">Insider<\/a>.<br \/><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/02\/state-attorneys-general-tiktok\/?itid=lk_interstitial_manual_30\">Coalition of state attorneys general launches probe into whether TikTok harms children and teens<\/a><\/span><br \/>The firm worked to use both genuine concerns and unfounded anxieties to cast doubt about the popular app. One email outlining recent negative TikTok stories mixed reasonable questions, largely about TikTok\u2019s corporate ownership and practices, with more exaggerated stories about young users recording themselves behaving badly \u2014 the kinds of social media panics that have long bedeviled big social networks, including Facebook.<br \/>The agency was working at the same time to get \u201cproactive coverage\u201d about Facebook into local newspapers, radio segments and TV broadcasts, including submitting letters and opinion pieces speaking glowingly of Facebook\u2019s role in, for instance, supporting Black-owned businesses. Those letters  did not mention the Meta-funded firm\u2019s involvement.<br \/>Targeted Victory has contracted with dozens of public relations firms across the United States to help sway public opinion against TikTok. In addition to planting local news stories, the firm has helped place op-eds targeting TikTok around the country, especially in key congressional districts.<br \/>On March 12, a letter to the editor that Targeted Victory officials helped orchestrate <a href=\"https:\/\/www.denverpost.com\/2022\/03\/21\/rtd-needs-help-funds-ridership\/\">ran in the Denver Post<\/a>. The letter, from a \u201cconcerned\u201d \u201cnew parent,\u201d claimed that TikTok was harmful to children\u2019s mental health, raised concerns over its data privacy practices and said that \u201cmany people even suspect China is deliberately collecting behavioral data on our kids.\u201d The letter also issued support for Colorado Attorney General Phil Weiser\u2019s choice to join a <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/02\/state-attorneys-general-tiktok\/?itid=lk_inline_manual_36\">coalition of state attorneys general<\/a> investigating TikTok\u2019s impact on American youths, putting political pressure on the company.<br \/>A very similar letter to the editor, drafted by Targeted Victory, ran <a href=\"https:\/\/www.desmoinesregister.com\/story\/opinion\/readers\/2022\/03\/12\/biden-has-wrong-prescriptions-gun-violence\/9396277002\/\" target=\"_blank\" rel=\"noopener\">that same day<\/a> in the Des Moines Register. The piece linked to negative stories about TikTok that Targeted Victory had previously sought to amplify. The letter was signed by Mary McAdams, chair of the Ankeny Area Democrats. Targeted Victory touted McAdams\u2019 credentials in an email on March 7.<br \/>\u201c[McAdams\u2019s] name on this [letter to the editor] will carry a lot of weight with legislators and stakeholders,\u201d a Targeted Victory director wrote. The email then encouraged partners across other states to look for opportunities to add to the campaign, \u201cespecially if your state AG suddenly joins on.\u201d<br \/>The authors of the two letters did not respond to calls or emails requesting comment.<br \/><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/11\/21\/facebook-algorithm-biased-race\/?itid=lk_interstitial_manual_42\">Facebook\u2019s race-blind practices around hate speech came at the expense of Black users, new documents show<\/a><\/span><br \/>In an email sent last week to local contractors, Targeted Victory asked each team to \u201cbe prepared to share the op-ed they\u2019re working on right now.\u201d \u201cColorado and Iowa \u2014 Can you talk about the TikTok Op-eds you both got?\u201d a Targeted Victory representative asked.<br \/>The emails show how the firm has effectively promoted its anti-TikTok messaging without revealing that it came from a firm working on Meta\u2019s behalf. None of the op-eds or letters to the editor were published with any indication that the Meta-funded group had been involved.<br \/>Launched as a Republican digital consulting firm by Zac Moffatt, a digital director for Mitt Romney\u2019s 2012 presidential campaign, Targeted Victory has <a href=\"https:\/\/techcrunch.com\/2018\/11\/30\/facebook-targeted-victory-definers-gop\/\" target=\"_blank\" rel=\"noopener\">routinely advised<\/a> Facebook officials over the years, including during a high-profile congressional hearing after the 2016 election.<br \/>The Arlington, Va.-based firm advertises on<a href=\"https:\/\/targetedvictory.com\/\"> its website<\/a> that it brings \u201ca right-of-center perspective to solve marketing challenges\u201d and can deploy field teams \u201canywhere in the country within 48 hours.\u201d<br \/>The firm is one of the biggest recipients of Republican campaign spending, earning more than $237 million in 2020, according to<a href=\"https:\/\/www.opensecrets.org\/campaign-expenditures\/vendors\"> data compiled<\/a> by  OpenSecrets. Its<a href=\"https:\/\/www.opensecrets.org\/campaign-expenditures\/vendor?cycle=2020&#038;vendor=Targeted+Victory\"> biggest payments<\/a> came from national GOP congressional committees and America First Action, a pro-Trump super PAC.<br \/>In 2020, the firm <a href=\"https:\/\/targetedvictory.com\/ray-day-announcement\/\" target=\"_blank\" rel=\"noopener\">said<\/a> it was expanding its \u201ccrisis practice and corporate affairs offerings\u201d because of its clients\u2019 growing need for \u201cissues management and executive positioning,\u201d adding that it would focus its efforts toward \u201cauthentic storytelling\u201d with a \u201chyper-local approach.\u201d<br \/>Some of the emails targeting TikTok were sent in February, shortly after Meta announced that Facebook had lost users for the<a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/02\/02\/facebook-earnings-meta\/?itid=lk_inline_manual_53\"> first time in its 18-year history<\/a>. Meta chief executive Mark Zuckerberg told investors then that TikTok was a major obstacle, saying, \u201cPeople have a lot of choices for how they want to spend their time, and apps like TikTok are growing very quickly.\u201d The company has unveiled a TikTok clone, a short-video feature called Reels, and promotes it heavily in its Instagram app.<br \/>In a<a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/10\/17\/zuckerberg-standing-voice-free-expression\/?itid=lk_inline_manual_54\"> 2019 speech<\/a> at Georgetown University, during which he invoked the Rev. Martin Luther King Jr. and championed Facebook\u2019s role in promoting free speech, Zuckerberg criticized TikTok for reports it had banned discussion of topics deemed subversive by the Chinese government, saying, \u201cIs that the Internet that we want?\u201d (<a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/09\/15\/tiktoks-beijing-roots-fuel-censorship-suspicion-it-builds-huge-us-audience\/?itid=lk_inline_manual_54\">The Washington Post<\/a> and<a href=\"https:\/\/www.theguardian.com\/technology\/2019\/sep\/25\/revealed-how-tiktok-censors-videos-that-do-not-please-beijing\"> the Guardian<\/a> had previously highlighted those content-moderation rules. TikTok is the \u201cfastest-growing app,\u201d he said in his opening remarks at a hearing of the House antitrust subcommittee in 2020.<br \/>The anti-TikTok campaign follows in a long line of Facebook-funded advocacy groups working to boost its standing in the public eye.<br \/>In 2018, Facebook worked with Definers Public Affairs, another Washington consulting firm founded by Republican political veterans, to lash out at critics and other tech companies, including Apple and Google, during the Cambridge Analytica scandal that sparked global outrage over Facebook\u2019s privacy rules.
